The Bismarck-Mandan Metropolitan Planning Organization (MPO) hereby requests proposals from all interested and qualified aerial mapping and photogrammetric consultants desiring to conduct digital orthophotography and Topographic Mapping services that satisfy the requirements specified in the “Request For Proposals” for the Bismarck-Mandan Metropolitan Planning Organization.

Written proposals should address (at a minimum) the following items concerning the firm:

Project approach
Organizational description
Project management approach
MPO obligation
References
Sample orthophotos

The selection criteria will be:

Expertise of the technical and professional staff assigned to the project
Recent, current, and projected workload of the persons or firms
Willingness to meet time and budget requirements
Similar project experience
Past performance

The selection of the firm will be based on an initial evaluation of the written proposals followed by a web/phone interview of finalized consultant candidates before a selection committee. The selection committee will forward their recommendations to the Bismarck-Mandan MPO Policy Board for their consideration. Written proposals from qualified consultants must be received on or before December 17, 2012, at 4:00 pm Central Time. It is anticipated the successful consultant will be notified by January 18, 2012.
