The City of Bismarck is seeking to improve its recruiting and hiring processes and increase efficiency and ease of information to the Human Resources (HR) and Finance Departments’ employee life cycle from job posting and advertisement, application and selection process, onboarding, and offboarding. The City’s HR and Finance Departments currently utilize New World Tyler Technologies, New World ERP 2023.1 (2023.1.3), as the system of record for employee management including:

• General Employee Information
• Employee Payroll Deductions
• Employee Leave
• Current and Historical Pay Information
• Agency and Internal Management Reporting

The selected platform will provide the best value in meeting the City’s business needs; providing desired capabilities to support business functions as described in the RFP and solutions that are the best strategic fit. The selected system will be one that most closely aligns with the organizational business objectives, best supports the

Human Resource Department, City Departments, and end-users, in addition to providing the best user experience.

The Human Resources (HR) Department utilizes the Oracle Taleo Cloud Service Business Edition to manage the applicant management system. Onboarding, offboarding, and forms management processes are manual. The HR Department recruits for 15 departments. Recruiting generally involves posting for approximately 115 positions and receiving 1,800 applications annually.
