The City of Bismarck is seeking cost proposals for the collection and disposal of the City’s household hazardous waste.  The service agreement will be effective May 1, 2021, through April 30, 2022, with an automatic renewal of two additional one (1) year periods unless either party shall have cancelled the agreement by giving the other party 30 days’ written notice of cancellation.


Proposals for the collection and disposal of household hazardous waste items for the City of Bismarck will be received in the office of the City Administrator until 3:00 p.m., Monday, March 8, 2021.  All bids will be publicly opened and read aloud at 4:00 p.m., Monday, March 8, 2021, in the 1st floor conference room at City Hall, 221 North 5th Street, Bismarck, North Dakota.  Any and all service proposal bids received after the deadline will not be considered and will be returned unopened. 


In light of the COVID-19 epidemic, we would like to protect you and our staff as much as possible.  We are offering the ability to appear at the bid opening via video/audio on Microsoft Teams, in addition to appearing in person.  There is no charge for this.  If you wish to appear virtually at the bid opening, please send your email address to no later than 3:00 p.m. on the bid opening day.  We will arrange a video bid opening for you to see and hear as the bids are opened.

The proposal must be mailed to the City Administrator (PO Box 5503, Bismarck ND 58506-5503) or otherwise deposited with the City Administrator (221 N 5th St, Bismarck ND 58501) and shall be sealed and endorsed “Proposal for Household Hazardous Waste Collection and Disposal”. If a bid is to be faxed, the bid must be sent to a bidder’s agent independent of the City of Bismarck, placed in a sealed envelope, labeled according to this specification and delivered to the office of the City Administrator prior to the deadline.

Special Requirements:
Bids shall be made on the basis of cash payment for the work to be done.

In accordance with North Dakota state law, a separate envelope containing a bid bond or certified check in the amount of five (5) percent of the total amount bid must be attached to the outside of the proposal/bid envelope and labeled “Bid Bond”. Checks or bonds of the unsuccessful bidders will be returned to them after making the award.

Bids must be submitted on blanks furnished by the City of Bismarck and in accordance with specifications and conditions therein contained. Copies of proposal blanks and specifications may be obtained from the Department of Public Works, 601 S 26th Street, PO Box 5503, Bismarck, North Dakota or by contacting Kim Bohrer at either or 701.355.1739. Failure to honor a winning bid will result in the loss of bidding privileges for a 3-year period on Household Hazardous Waste bids.

All bidders are invited to be present at the opening of the proposals. The right is reserved to hold all bids for a period of thirty (30) days, to reject any and all bids, to waive technicalities or to accept such as may be determined to be for the best interest of the City of Bismarck.
