The City of Bismarck Public Works Service Operations Department requests written qualifications from professional engineering firms for services for the following: 


  1. Evaluate HVAC systems at the Bismarck Event Center and Belle Mehus Auditorium related to Novel Coronavirus (COVID-19) air borne transmission, i.e. measure existing air flow and air filtration rates, determine MERV rating on existing filters, determine status of negative pressure in key areas.  The successful firm shall provide evaluation of solutions that are effective in killing microorganisms (mold, bacteria, virus, etc.), as well as controlling gas phase contaminants generated from human occupants, building structure and furnishings.  The firm will develop best practice/cost effective recommendations and design solutions based on industry proven technology, and any proposed requirements/standards being proposed by the entertainment industry, performing artists, and arena/event center promoters to reduce the spread of COVID-19 in the Event Center and Belle Mehus.  Preparing plans, specifications and bidding documents will be a requirement of the selected firm.  Also included shall be construction/installation administration services for the Facility Air Quality Upgrade.                                                       
  2. The selected firm will be responsible for assisting the City of Bismarck in obtaining any necessary approvals and /or permits from the ND Department of Health and any other agencies.
  3. The schedule is for the analysis, design and installation in the 2021 budget.

Written proposals shall address the firm’s experience and ability to perform the defined services in a timely manner. Written proposals shall be limited to a maximum of 20 single-sided or 10 double-sided pages on standard letter (8-1/2x11) paper. The primary items for consideration will be, but not limited to, the firm’s:

1. Technical capabilities of Firm and of proposed project team
2. Experience and performance of Firm and of proposed project team
3. Understanding of project and proposed work approach
4. Knowledge of regulations and local conditions
5. Project personnel assignments and qualifications
6. Ability to respond in a timely manner

The Engineer will be selected based upon Statements of Qualification and oral interviews. A selection committee will recommend a single firm to the Board of City Commissioners. A detailed scope of work will be developed and price will be negotiated with the selected firm. Failure to reach an agreement acceptable to the City of Bismarck will result in negotiation with the second most qualified firm. A professional services agreement will be executed with a single firm.
