OUTLINE OF PROJECT. The project consists of a new Weight room addition with wood stud walls, wood truss roof, EIFS, veneer brick. Bidding documents may be obtained by prime bidders from EAPC upon request. A deposit of $100.00 is required for one set. If the bidder returns the set of documents, in good condition, within 10 days following the bid date, the deposit will be refunded. If the bidder does not return the set of documents within the designated time, none of the deposit will be refunded.

Partial or complete sets of prints and specifications may be obtained from EAPC by other than the above. The sets or partial sets will be distributed upon receipt of payment for the information charged at the current reproduction rate. None of this payment will be refunded. Completeness and adequacy of the list of documents requested shall be the responsibility of the person making the request.

Qualifications:
Bid proposals will be received by the City Administration Office at 221 N 5TH St., Bismarck, North Dakota 58501 until 3PM CST, Wednesday, April 14, 2021. Bids received after the designated time will not be accepted. It is the bidder’s responsibility to see that mailed or delivered bids are in the hands of the Owner prior to the deadline for submission. Proposals will be publicly opened and read aloud at the City/County Building, 4th floor Mayor’s Conference room, 221 N 5th St., Bismarck, North Dakota at 4:00 PM CST April 14, 2021. All interested parties are invited to attend. Envelopes containing the proposals must be sealed, addressed to the City of Bismarck, and designated as “Fire Station Re-Bid.” The City reserves the right to hold all Bids for a period of thirty (60) days, to accept or reject all Bids, to waive technicalities or to accept such as may be in the best interest of the City of Bismarck.

In light of the COVID-19 epidemic, we would like to protect you and our staff as much as possible. We are offering the ability to appear at the bid opening via video/audio on Microsoft Teams, in addition to appearing in person. There is no charge for this. If you wish to appear virtually at the bid opening, please send your email address to kbohrer@bismarcknd.gov no later than 3:00 p.m. on the bid opening day. We will arrange a video bid opening for you to see and hear as the bids are opened.

Special Requirements:
BID SECURITY. Each bid shall be accompanied by a separate envelope containing a Bidders Bond in a sum equal to five percent (5%) of the full amount of the bid, including all add alternates, executed by the bidder as principal and by a Surety Company authorized to do business in this State, as required by NDCC Section 48-01.2-05(4), and conditioned that if the Principal's bid be accepted and the contract awarded to him, he, within ten days after notice of award, will execute and effect a contract in accordance with the terms of his bid and a Contractor's Bond (performance and payment bonds) according to law and the regulations and determinations of the governing Board. Cash, cashier's checks or certified checks will not be accepted as bid security in place of the required bond. See Instructions to Bidders 00 1000, Art. 7.

CONTRACTOR’S LICENSE. All bidders must be licensed for the highest amount of their bids, as provided by North Dakota Century Code Section 43 07-05. All bidders must include a copy of their current North Dakota contractor’s license or renewal in the same separate envelope with the Bidders Bond pursuant to NDCC Section 48-01.2-05(4). No bid will be read or considered which does not fully comply with the above provisions as to bond and licenses, and any bid submitted deficient in these respects will be re sealed and returned to the bidder immediately.

Miscellaneous:
PREBID MEETING. There will be a meeting of prospective bidders at 10 AM April 1, 2021 at the City/County Building, First Floor Conference room, 221 North 5TH St. Bismarck, ND. All those with questions for the Owner and A/E are invited to attend.

THE OWNER reserves the right to waive irregularities, to reject Bids and to hold all Bids for a period of 60 days after the date fixed for the opening thereof. A contract for the work may be awarded to the successful bidder will by the Bismarck City Commission.
