Description:

Bismarck-Burleigh Public Health is seeking a qualified consultant to develop and implement a comprehensive vaccine communications and marketing plan to catalyze vaccine uptake in disparate populations in Bismarck and Burleigh County. The target audience includes, but may not be limited to: communities within the American Indian, African, Hispanic and local refugee populations, immigrants, uninsured, underinsured and those experiencing multiple barriers to accessing health care including language and cultural barriers.  Services will commence in 2021 with a completion date no later than December 31, 2022 and will be funded through the Health Equity Immunization Grant award. Details of this project are outlined in the following Request for Proposals (RFP).

All hard copy proposals must be in a sealed envelope and clearly marked in the lower left-hand corner "Sealed Proposal: Public Education Campaign.” If submitting a proposal via email, please attach a read receipt to confirm delivery. All proposals must be received by 5:00 PM on Tuesday, October 19, 2021. An interview committee will review the RFP’s and notify those selected for interviews.

Qualifications:
A contract will be awarded to the consultant with the statement of qualifications as deemed appropriate with consideration of the following factors:

• Understanding of public health and its functions as displayed by response to the RFQ.
• Qualifications and experience working with disparate populations including those that may not have access to technology.
• Experience working on highly visible, dynamic, fast-paced projects with multiple project deadlines occurring simultaneously.
• Budgeted cost for services provided.

Special Requirements:
Proposal must be submitted with a minimum 12-point font and include the following elements:

• Agency philosophy, approach and understanding of public health and its functions.
• Qualifications and experience relevant to this project.
• Demonstrated experience working with disparate and minority populations.
• Demonstrated experience working on highly visible, dynamic, fast-paced projects with multiple project deadlines occurring simultaneously.
• Program evaluation and measurement plan including the ability to report outcomes monthly.
• Proposed budget with detailed description of estimated costs. Budgets should not exceed $125,000.
