[ARCHIVED] Transit Brokerage Services RFP

The City of Bismarck is seeking sealed proposals to furnish brokerage services for the City’s fixed route and para-transit transportation system, for the term of January 1, 2012 to December 31, 2016. Sealed proposals will be received in the offices of the Community Development Department at 221 North 5th Street, Bismarck, North Dakota until 4:00 p.m. on April 4, 2011.

Selection Criteria for City Of Bismarck
Transit Brokerage Services

Respondees will be evaluated on the following items:

1) Compliance with specification 2) Ability to provide maximum service to transit clients
3) Responsiveness to potential problems with transit clients 4) Experience in like services
5) Transit Broker’s ability to negotiate and maintain a cost effective management contract and operations contract for the City of Bismarck Transit Service 6) Financial proposal

A three person selection team consisting of Bismarck City staff will evaluate the Brokerage Proposals and determine the firm that best addresses the listed selection criteria. The selection team’s recommendation will be sent to the Bismarck Board of City Commissioners for review and approval. Upon final selection by the Commission, all firms that had submitted Brokerage Proposals will be informed of the firm named as the selected transit services broker. This is expected to occur about June 15, 2011.

Proposals shall be subject to all applicable State and Federal laws as well as all requirements of this offering. The successful contractor will be required to comply with all applicable Equal Employment Opportunity laws and regulations. All proposers will be required to certify that they are not on the Comptroller General’s list of ineligible contractors.

The City of Bismarck hereby notifies all proposers that it will affirmatively ensure, in regard to any contract entered into pursuant to this advertisement, that Disadvantaged Business Enterprises will be afforded full opportunity to submit proposals in response to this Request For Proposal and will not be discriminated against on the grounds of race, religion, color, sex, handicap, or national origin, in consideration for an award. The City of Bismarck reserves the right to postpone, accept, or reject any and all proposals in whole or in part on such basis as it deems to be in its interest. The City intends to provide a contract for these services based on the RFP response.

No proposal may be withdrawn for at least ninety (90) days after the scheduled closing time of the submittal of proposals.
