City of Bismarck is proud to announce the launch of a modernized Customer Portal for all utility payments. The updated Customer Portal will make it easier than ever to manage and pay your bill, with payment options that now include:
- All major credit and debit cards including Visa, Mastercard, Discover, and American Express
- PayPal, PayPal Credit*, Apple Pay, and Google Pay digital wallets
- ACH/eCheck
- Set-it-and-forget-it AutoPay

Please note, effective January 6, 2026, City of Bismarck will also be implementing convenience fees for utility and non-utility payments. This fee is collected by our billing and payment solution provider and not City of Bismarck. ACH/eCheck payments will remain free of charge. The fees are as follows:
- Utility Payments – Credit, debit, and digital wallet payments will incur a fee of $3.65 per $250 transaction
- Non-Utility Payments – Credit, debit, and digital wallet payments will incur a fee of 2.5% of the payment amount
