[ARCHIVED] Consultant or Contractor Needed for Updated Growth Management Plan

The City of Bismarck (City) hereby requests proposals from all interested and qualified engineering and planning firms desiring to develop an updated Growth Management Plan for Bismarck, North Dakota.

Written proposals should address (at a minimum) the following items concerning the firm:
1. Ability of professional personnel2. Willingness to meet time and budget requirements
3. Location of firm4. Recent, current, and projected workloads of the persons or firms
5. Past performance and related experience on similar projects6. Project understanding and proposed general approach

The City reserves the right to reject any or all proposals received. The City reserves the right to limit interviews to those consultants whose proposals most clearly meet the RFP requirements. The selection of the firm will be based on an evaluation of the written proposals and presentations before a selection committee. The selection committee will then forward their recommendations to the Bismarck Board of City Commissioners for their consideration. Final scope and price will be negotiated with the successful firm following the selection process. If unable to arrive at a mutual agreement with the first ranked firm, then the City will negotiate with the next ranked firm.

A Request For Proposals, with detailed project requirements will be sent to interested firms for this project upon request, and is also available on-line at www.bismarck.org/bids.aspx. Written proposals from qualified consultants must be received on or before 4:00 p.m. Central Time, August 15, 2012.
