[ARCHIVED] Bismarck Police Hold Promotion Ceremony

The Bismarck Police Department held a ceremony to officially recognize nine officers who were recently promoted.

Deputy Chief Dan Donlin was promoted to the rank of Chief of Police. Chief Donlin has 24 years of experience with the Bismarck Police Department, where he has worked on Patrol as an Officer, Sergeant and Lieutenant. He has worked in Investigations as an Investigator and as a Sergeant; served as the Director of the Police Youth Bureau; worked as the Deputy Chief of Field Services; and most recently was the Deputy Chief of Support Services. He was promoted to Sergeant in 1998, to Lieutenant in 2001, and to Deputy Chief in 2007. He is a Certified Law Enforcement Instructor (specialized in Use of Force and Defensive Tactics). He is a former member of the SWAT team where he was Assistant Commander/Team Leader. He retired from the West Dakota SWAT Team in 2006 after 15 years on the Team. He graduated from the FBI National Academy in Quantico, VA in 2003 (10 weeks of Executive Law Enforcement Training). He is a recipient of the Hostile Engagement Award, Meritorious Service Award, and the Medal of Valor. He is a graduate of the University of Mary, 1986, with a B.S. Degree in Business Administration.

Acting Deputy Chief Randy Ziegler was promoted to Deputy Chief. He will remain the Deputy Chief of Field Services. He began his employment with the Bismarck Police Department September 16, 1992. During his 20+ years of service, he has worked on Patrol as an Officer, a Sergeant and a Lieutenant. He worked in Investigations as a Warrants Officer and Narcotics Officer. He has served as an Administrative Services Lieutenant in Support Services and as Field Services Interim Deputy Chief. He was promoted to Sergeant in 2003, Lieutenant in 2005 and to Interim Deputy Chief in 2012. His specialties include Methods of Instruction Certified (MOI), Certified Instructor of Courtroom Testimony, Intoxilyzer Operator and Instrument Inspector, Field Training Officer, and Accreditation Manager in October, 2009. He was selected for and attended the FBI National Academy in 2008. He received the Police Officer of the Year award in 1998, a Commendable Service Certificate in 2003, and the Hostile Engagement and Distinguished Service for Stand-off awards in 2003.

Lieutenant David Draovitch was promoted to Deputy Chief. He will be the Deputy Chief of Support Services. He began his employment with the Bismarck Police Department March 1, 1989, and has worked in Patrol. He was promoted to Sergeant in March, 2003, and Lieutenant in December, 2006. He was a K9 handler from 1991-2004.

Acting Lieutenant Jason Stugelmeyer was promoted to the rank of Lieutenant. He will continue working on Patrol. He started with the Bismarck Police Department in January, 2001. He has previously worked on Patrol and in Investigations. He is a member of the SWAT team, Clandestine Lab Response Team, has been a Field Training Officer and is an Instructor of Police Subjects. He was promoted to Sergeant in December, 2007. Lt. Stugelmeyer has a Bachelor’s Degree in Criminal Justice from the University of Minnesota, Moorhead. He was given the Officer of the Year award in 2009 and the Meritorious Service Award in 2011.

Sergeant Steven Scheuer was promoted to Lieutenant. He will continue working in the Training Section where he has worked since becoming the Training Sergeant in August, 2010. He began his employment with the Bismarck Police Department on September 1, 1999. He has worked on Patrol as an Officer and Sergeant. He worked as a Sergeant/Training Coordinator in the Training Section. He is a Certified Instructor of Police Topics, Police Weapons Instructor, a Field Training Officer, a Simulation Training Instructor and a TASER Instructor. He was a member of the West Dakota SWAT team from 2004-2008. He was promoted to Sergeant in May, 2007. He received the Abused Adult Resource Center Life Saver Award in 2007.

Sergeant Gary Malo was promoted to Lieutenant. He will be transferring to Patrol. He began his employment with the Bismarck Police Department April 16, 1994. He was promoted to Sergeant in 2006. He has worked in Patrol as an Officer and a Sergeant, in Investigations as a Detective (working mostly on personal crimes) and as a Sergeant, where he supervised property and personal crimes investigators, narcotics investigators, gang investigators, warrants officers and the Internet Crimes Against Children investigator. He is a Certified Instructor of Police Topics, and was a member of the SWAT team for 10 years.

Acting Sergeant Nolan Canright was promoted to Sergeant. He began his employment with the Bismarck Police Department August, 2003. Since then he has worked on Patrol where he was a K9 handler from 2005-2010. In 2007 he took top honors at the Midwest K9 Trials where he was presented both Top Detector and Top Patrol canine team awards. He was assigned to Crime Prevention in 2010 and became Acting Sergeant on Patrol from June, 2012 to the present. He is a Certified Instructor of Police Topics, Standard Field Sobriety Test Instructor, Intoxilyzer Operator and Crimes in Progress instructor at the ND Law Enforcement Training Academy. He is a Graduate of the University of Mary’s MBA program.

Officer Robyn Krile was promoted to Sergeant. She began her employment with the Bismarck Police Department on April 1, 2004. She has a Bachelor’s Degree in Social & Behavior Science from University of Mary. She graduated the Bismarck Succession Planning Program Levels I, II, III. She has worked in Patrol, and is a Certified Instructor of Police Topics, an Intoxilyzer Operator and Field Training Officer. She received the Commendable Service award in 2011.

Officer John Brocker was promoted to Sergeant. He began his employment with the Bismarck Police Department September 17, 2001, as an Animal Warden. In January, 2002, he became a Police Officer. He has worked as a Patrol Officer and a Warrants Officer. He is an Intoxilyzer Operator, a Field Training Officer, a Certified Instructor of Police Topics, a Crisis Intervention Team member, a Hostage Negotiations Team leader, and an Adopt-A-Cop at Northridge Elementary. He graduated First in Class from the North Dakota Law Enforcement Training Academy in 2002. He is the President of the Fraternal Order of Police, Missouri Valley Lodge #3. He is a retired MSgt, USAF Security Police (22 years).

The Bismarck Police Department has a current authorized strength of 109 sworn officers and 28 civilians.
