The City of Bismarck’s 2013 CDBG Application

The City of Bismarck invites the public to comment for the next 30 days on its proposed 2013 Annual Action Plan and Community Development Block Grant (CDBG) application. CDBG funds must be used primarily for activities that benefit low and moderate-income persons, eliminate slum and blight, or address an urgent need. The City proposes to use its estimated allocation of $267,900 plus $40,000 in unused funds from prior years for the following activities:

• Abused Adult Resource Center: $35,000 for emergency shelter renovation
• Bismarck Parks & Rec: $40,500 for Tatley-Eagles Park playground improvements
• Bismarck-Mandan Chamber Foundation: $5,000 for capacity building of a community land trust
• Burleigh County Council on Aging: $9,500 for improvements to the Senior Center
• Burleigh County Housing Authority: $24,500 for infrastructure for special needs rental housing
• Carrie’s Kids: $7,000 for building renovation & safety improvements
• Community Action program: $55,000 for housing accessibility (renters & owners)
• Dacotah Foundation: $11,000 for renovation of Discovery House & Dakota Home
• Heartview Foundation: $7,500 for parenting education
• High Plains Fair Housing Center: $4,000 for Fair Housing outreach & education
• Lewis & Clark Regional Council: $20,000 for emergency repairs of owner occupied housing
• Salvation Army: $2,500 for prevention of homelessness
• United Way: $7,500 for accessibility improvements
• Welcome House $12,500 for homeless families (emergency shelter & case management)
• Youthworks: $7,500 for facility renovation
• Administration: $52,000
• Contingencies: $6,900 in unallocated funds will be used for the above activities if the City’s allocation is cut. Otherwise, unallocated money will be used for existing or urgent need activities.

The public may comment on the proposed plan as follows:

Inquiries or requests for assistance may be made at the same office. The City Commission will take final action on this matter at its regular meeting on Tuesday, May 14, 2013. Then, the Plan will be submitted to HUD for review.
