Beginning Tuesday, August 31, 2010, at 8:00 a.m., West Owens Avenue will be closed south of Capitol Avenue. Do-Mor Excavating will be installing a sanitary sewer line and water connection across West Owens Avenue. Traffic should seek alternate routes. West Owens Avenue is expected to be reopened to through traffic late Friday, weather permitting.
