He began his years of service as an assistant director for urban renewal, then director of community development and on to city planner and city coordinator before serving 21 years as city administrator.

On accepting the award Bill said…“I am deeply honored to receive the Outstanding City Employee award. When one sees the truly exceptional things being done by many local officials in all areas of the state, receiving this honor is a very humbling experience. I am blessed to work with a great team of elected officials, department heads and city staff to improve the quality of life in Bismarck. I am very grateful for the efforts of Bismarck officials and the North Dakota League of Cities as we work together to make things happen in our community.”

The Outstanding City Employee award was established by the League to recognize an individual’s accomplishments and the length and quality of service as a city employee.
