[ARCHIVED] Notice of Project Transit Operating Grant Proposal

Notice is hereby given that the City of Bismarck, through the Bismarck-Mandan Metropolitan Planning Organization (MPO), will hold a public hearing (as part of the Bismarck Board of City Commissioners meeting) on March 14, 2017, at 5:15 pm in the Tom Baker Meeting Room, at 221 North 5th Street, Bismarck, North Dakota, for public comment and review of the 2017 Transit Operating Grant Proposal. The public comment and review of the 2017 Transit Operations Grant Proposal will be part of the regular Bismarck City Commission meeting.

The purpose of the grant is for securing federal funding for operating assistance and capital procurement under 5307 of the Fixing America’s Surface Transportation (FAST) Act. The project is described as follows:

Description of Project

Name of Applicant: City of Bismarck

Project Period: Calendar Year 2017

Purpose: Operating assistance (for fixed route and demand/response systems), and preventive maintenance

Transportation Operator to be assisted: Bis-Man Transit

Service Area of Project: Bis-Man Transit Service Areas

Estimated Total Project cost = $ 1,576,146.00

Federal Share of Project = $ 1,260,916.00

Local Share of Project = $ 315,230.00

Relocation

No persons, families, or businesses will be displaced by this project.

Environment

No significant adverse environmental impact is expected as a result of this project.

Comprehensive Planning

The project is in conformance with comprehensive land use and the Long Range Transportation Plan and is consistent with the adopted programming of projects in the Transportation Improvement Program.

Elderly and Disabled

This project will directly benefit the elderly and disabled, since it will provide them with transportation to medical appointments, school, social engagements, and to work. Vehicles will be accessible to individuals with disabilities. Standard fares will be charged for transportation under this project.

The public is invited to attend the public meeting or submit written comments to the Metropolitan Planning Organization no later than 4:00 pm, March 10, 2017, to PO Box 5503, Bismarck, North Dakota, 58506. Written comments should be directed to Rachel Drewlow and faxed 701.222.6450 or sent to the above address. Written comments may also be sent via E-mail until March 10, 2017. E-mailed comments should be specifically identified as public input on the 2017 Transit Operations Grant Proposal. If no amendments or changes are made to the Program of Projects this notice will also serve as the Final Program of Projects.
