[ARCHIVED] Bismarck Mayor Kicks-Off Special Assessment Task Force

Bismarck Mayor Mike Seminary announced today the kick-off of the formation of a Special Assessment Task Force. Mayor Seminary said that he and Bismarck City Commissioners frequently hear people talk about and question the special assessment process.  “The Special Assessment Task Force provides the opportunity for a cross-section of Bismarck citizens to explore, evaluate and consider other possible alternatives to the special assessment process and to bring forth their conclusions”, said Mayor Seminary.            


Mayor Seminary asked Bismarck City Commissioner Nancy Guy to lead the task force and to assemble a team of task force members. The task force will be comprised of a cross section of City residents representing different sections of Bismarck with the intent to include: a manufactured home park owner, a manufactured home resident, four Bismarck residents – one each representing the north, central and south areas of Bismarck and one at-large member, one Bismarck resident developer, City staff members, a representative of the Bismarck-Mandan Chamber of Commerce and the Bismarck-Mandan Development Association. The city will accept applications from residents who are interested in serving on the task force until March 17, 2017. 


Once the group is assembled, Commissioner Guy said she wants to hear what task force members think about special assessment projects.  Task force members will take a look at how the City currently funds city services, how special assessments are currently calculated, and how those fit into the total funding of projects, how other cities in North Dakota use special assessments and how other states bordering North Dakota pay for infrastructure projects. At the conclusion of the task force meetings, Commissioner Guy will report the findings of the task force to the Bismarck City Commission for their consideration.
