[ARCHIVED] Bismarck Planning and Zoning Commission to hold public hearings


Notice is hereby given that the Bismarck Planning & Zoning Commission will hold public hearings on Wednesday, December 19, 2018, at 5:00 p.m. in the Tom Baker Meeting Room, City-County Building, 221 North 5th Street, Bismarck, North Dakota, to consider the following items:

• Request of Tyler Coulee, LLP, Knutson Homes, Inc. and Knutson Estates, Ltd. for approval of a zoning change from the A-Agricultural and R5-Residential zoning districts to the R5-Residential zoning district and a final plat for Eagle Crest 8th Addition, a 22-lot subdivision on 26.8 acres.  The property is located in northwest Bismarck, west of East Valley Drive and as an extension of Crest Road and High Creek Place (Part of the NE1/4 and Auditor’s Lot B of the SE1/4 of Section 19, T139N-R80W/Hay Creek Township and a replat of Lot 11, Block 3, Eagle Crest 4th Addition).

• Request of Tyler Coulee, LLP and Ronald M. Knutson for approval of a zoning change from the A-Agricultural zoning district to the R5-Residential and P-Public zoning districts and a final plat for Elk Ridge Addition, a 37-lot subdivision on 25.4 acres.  The property is located in northwest Bismarck, between River Road and East Valley Drive, east of Promontory Point VI Addition (part of the NE1/4 of Section 19 and part of the SE1/4 of Section 18, T139N-R80W/Hay Creek Township).

• Request of the City of Bismarck for approval of a zoning change from the CG – Commercial zoning district to the DC – Downtown Core zoning district for Tract 118 of part of Blocks 5 and 7, Original Plat and to the DF – Downtown Fringe zoning district for all of Blocks 49 and 51, Original Plat.  The property is located in central Bismarck, south of the BNSF railroad tracks between South 1st Street and South 3rd Street.

• Request of the City of Bismarck for approval of a zoning ordinance text amendment relating to Residential District Setbacks (Sections 14-03-04 (General Provisions), 14-04-01(RR Residential District), 14-04-01.1 (RR5 Residential District), 14-04-03 (R5 Residential District), 14-04-06 (R10 Residential District), Section 14-04-07 (RM Residential District) and Section 14-04-08 (RT Residential District)).  The proposed amendments would simplify how side and rear yard setbacks are calculated in the RR, RR5, R5, R10, RM and RT zoning districts.

• Request of the City of Bismarck for approval of amendments to the Growth Phasing Plan – Urban Service Area Boundary (USAB).  The proposed amendments would modify priority and future areas of the USAB of the Growth Phasing Plan to reflect changing development conditions.

At these hearings, the Bismarck Planning & Zoning Commission will provide an opportunity for all interested persons to be heard with respect to these items.  Interested persons may also submit written comments regarding these requests prior to the meeting to the Community Development Department, PO Box 5503, Bismarck, North Dakota 58506-5503, fax: 701-222-6450, or E-mail..  Interested persons may also call 701-355-1840 with questions or for additional information.
Descriptions of these requests are on file and may be viewed or copied any working day between 8:00 a.m. and 5:00 p.m. at the Bismarck Community Development Department, 221 North 5th Street, Bismarck, North Dakota.
