Notice is hereby given that the Bismarck-Mandan Metropolitan Planning Organization (MPO) will hold a public hearing on Monday, August 17, 2020 at 10:00 am to provide an opportunity for comment on the draft 2021-2024 Transportation Improvement Program(TIP). The meeting will be held in the Tom Baker Meeting Room of the City/County Office Building located at 221 N. 5th Street, Bismarck, ND, and will be in conjunction with the MPO Technical Advisory Committee meeting. If you would like to participate via video or audio link for a 3-5 minute comment on the draft 2021-2024 TIP, please provide your e-mail address and contact information to the MPO at least one (1) business day before the meeting.
The TIP coordinates and schedules transportation projects (i.e., highway, street, bikeway, pedestrian, transit, safety enhancements and other transportation related improvements) in the metropolitan area over the next four years, thereby making these projects eligible for federal assistance. The TIP includes metropolitan area transportation projects proposed by the following jurisdictions: Bismarck, Mandan, Lincoln, Morton County, Burleigh County, and NDDOT.
The draft TIP also contains the Program of Projects or identified list of transit needs to be funded over the next four years. If there are no amendments or changes to the Program of Projects, this notice will also serve as the final Program of Projects notice.
The draft 2021-2024 TIP was first presented to the MPO Policy Board for consideration on July 21, 2020, following a 15-day public comment period and public hearing. Due to substantive changes to the draft TIP resulting from comments received, another 15-day comment period is being offered, along with an additional public hearing.
Revisions to the first draft document include the addition of two Transportation Alternatives projects and four Highway Safety Improvement Program projects; the change in project construction year for three projects resulting in the removal of two of those projects from the TIP; changes to project numbers for eight projects; updated maps to reflect project extents, additions, and removals; and several changes or additions, including text changes, of a more minor nature.
