Substantial Amendment to the City of Bismarck’s 

2019-2020 Annual Action Plan for the Community Development Block Grant-Coronavirus Funding (CDBG-CV)


The City of Bismarck invites the public to comment on its proposed amendment to the 2019-2020 Annual Action Plan – Substantial Amendment regarding the Community Development Block Grant – Coronavirus (CDBG-CV) program as required by the U.S. Department of Housing and Urban Development (HUD). 


The Coronavirus Aid, Relief and Economic Security Act (CARES Act) has made available supplemental CDBG funding for grants to prevent, prepare for, and respond to coronavirus (CDBG-CV grant). The City of Bismarck’s allocation is anticipated to be $557,244. The amended 2019-2020 Annual Action Plan details the strategies and programs that the City of Bismarck will undertake through May 31, 2021 with CDBG-CV funds.


Additionally, $60,000 in construction funds that were previously reallocated from the 2018 Annual Action Plan to the 2019 program year are proposed to be awarded to a 2019 construction project, as indicated below. 


The City’s Citizen Participation Plan requires that whenever the City increases or decreases funding from one activity to another during a fiscal year, to an activity previously not listed in an annual action plan and/or an existing approved activity is cancelled, or changes to the adopted Consolidated Plan are made, a public comment period and public hearing must be held. A public hearing and 5-day comment period will be held to provide the public with an opportunity to review and comment on the proposed substantial amendment to the 2019-2020 Annual Action Plan as indicated below. 


    Missouri Slope Areawide United Way: $110,000 for emergency homeless shelter construction (includes $60,000 in reallocated 2019 CDBG construction funds)

    AID, Inc.: $20,000 for emergency housing assistance

    Bismarck Public Schools: $21,000 for Students in Transition Program 

    High Plains Fair Housing: $10,000 for Fair Housing outreach & education 

    Lutheran Social Services: $6,000 for the Healthy Families Program

    Legal Services of North Dakota: $50,000 for Lawyers Assisting Tenants in Evictions program (LATE)

    Lutheran Social Services ND: $10,000 for Healthy Families Program

    Ministry on the Margins: $50,000 for emergency sheltering

    Salvation Army: $20,000 for homelessness prevention

    City of Bismarck: $214,804 for emergency COVID+ homeless shelter

    Administration: $111,451 for program administration 

    The following were not funded due to lack of funds:  AARC, Bridging the Dental Gap, the Banquet, the Dream Center, Heartview Foundation, Northern Plains Dance

Due to ongoing public health concerns related to COVID-19, the City of Bismarck is encouraging citizens to provide their comments via email


If you would like to appear via video or audio link to comment, please provide your e-mail address and contact information to email at least one business day before the meeting.


The physical meeting room will be open to the public, but we certainly understand the public wishing to limit their exposure at this time, while still participating in government.  Before entering the City-County Office Building, all individuals should self-screen for COVID-19 symptoms or potential exposure and, if unable to pass the screening protocol, will be expected to participate remotely in the meeting for the public’s safety. If attending in person, masks will be required as social distancing cannot be assured in the City-County Office Building public areas. 


The number of meeting participants attending in person in the David J. Blackstead Meeting Room will be limited to maintain social distancing.


If you should require auxiliary aids/services, more information, please contact the above office. It is expected that the City Commission will take final action on this matter at its regular meeting on Tuesday, January 26, 2021.
