Three-Way Agreements

Any developer wishing to enter upon the public streets and Rights-of-way to construct under private contract the following improvements: watermain, sanitary sewermain, streets, others, shall enter into a three-way agreement between the City, the developer, and the contractor.

 The three-way agreement is to safeguard the public interest to assure the construction work will be completed in accordance with the plans, specifications and requirements of the City and will be completed in a proper and safe manner. The three-way agreement form (PDF) is available here.
