Title VI and Non-Discrimination / ADA Plan


The Title VI and Non-Discrimination / ADA Plan is a document which is required by the Federal Highway Administration and the Federal Transit Administration. Its purpose is to ensure fair treatment to all people within the MPO area, specifically in regards to race, color, sex, age, national origin, disability/handicap, and income status. Any entity receiving federal transportation funds must be compliant with the federal regulations for Title VI.

Active Title VI / ADA Plan

Initially developed by the Bismarck-Mandan MPO in 2011 and adopted by the Policy Board on July 15, 2011, the Title VI and Non-Discrimination Plan is updated periodically. Updates to the document become necessary to ensure continued compliance with all federal regulations.  Many updates, including those made to forms, non-substantive changes to language within the document, or the annual goals and accomplishments added each year, do not require formal adoption by the Policy Board.  Changes to policy or text which significantly alter the intent of the document do require formal Policy Board approval.  Significant revisions to the Plan were most recently adopted in July 2017.

Proposed Modifications to the Active Title VI/ADA Plan

The Title VI and Non-Discrimination / ADA Plan of the Bismarck-Mandan MPO is subjected to, at a minimum, an internal audit each year to ensure compliance with federal regulations is maintained.  Goals and accomplishments of the Bismarck-Mandan MPO result from these audits and, along with updates to environmental justice maps, are published each year as an addition to the Appendix of the active Title VI document.

The 2019 Update to the Title VI and Non-Discrimination / ADA Plan is available for viewing and the Bismarck-Mandan MPO will accept comments regarding the Plan until 5:00 pm Friday, July 12, 2019.  Written comments should be directed to Kim Riepl and can be mailed to PO Box 5503, Bismarck, ND  58506-5503, faxed to 701-224-6450,  or brought to the MPO office at 221 N. 5th Street, 2nd Floor, Bismarck, ND .
